Overview

Brainseed Global Aviation Services and the Airport Law Enforcement Agencies Network (ALEAN) have partnered to provide a fresh look at airport law enforcement for airport professionals. Both organizations are pleased to conduct this two-day seminar, complete with new, up-to-date, interactive case scenarios, on March 25-26, 2013, at Richmond International Airport (RIC) in Richmond, Virginia.

The two-day comprehensive airport law enforcement training course will start by accepting the premise that airport policing has changed dramatically over the past two decades. With federal, state and local regulations looming over day to day operations and the need to simultaneously maintain a safe traveling environment and a high level of customer service, airport policing is more challenging than ever. This specialized training course will cover:

  • Federal Regulations 
  • The Importance of Customer Service 
  • Ethics in Policing 
  • Active Shooters Response 
  • Legal Aspects of the TSA screening process for law Enforcement Officers 
  • Hijacking and Crimes Onboard Commercial Aircraft 

 

The Learning Exchange is a method that, if selected, not only reinforces students' learning but also demonstrates improvement as a result of their attending the class. When students understand that they are responsible for the information they are receiving to the extent that they must give a short presentation during the training to demonstrate their learning they pay closer attention, have higher retention and can go back to their host air-port showing that the training has had a positive impact.

 

Primary Course Instructor

Robert J. Diemer, Ph.D. is an Associate Professor and the current Director of Undergraduate and Graduate Studies in Criminal Justice for a Florida University. Dr. Diemer has been recognized as an expert witness in Federal Court in the areas of Undercover and Surveillance Operations, and draws on more than 30 years of experience as a Police Officer, Deputy Sheriff, State Coordinator for the Florida Sheriff's Association Statewide Task Force, and Chief of Investigations for the Florida Department of Environmental Protection's Division of Law Enforcement. Dr. Diemer is nationally recognized for his law enforcement experience and lectures on a number of criminal justice related topics throughout the United States and internationally.

James R. Carlino, M.S. is a Police Chief at an International Airport in Florida. Chief Carlino is retired from the City of Atlanta Police Department, his last assignment having been as a Police Commander at Hartsfield-Jackson International Airport. Prior to that assignment, Chief Carlino worked all over Atlanta as a Detective and Patrol Commander. Chief Carlino is an active member of the Florida Police Chief’s Association, serving on the Association’s Legislative Committee, as well as an active ALEAN Committee member. Since 2009 Chief Carlino has been an Adjunct Criminal Justice Professor, teaching at Capella University and The State College of Florida, where he is a Lead Instructor in writing their new online Homeland Security Bachelor’s Degree Program. Chief Carlino also teaches Incident Command Courses at a Florida Police Academy.
